End-to-end view of how a voter receives access and submits votes.
Public voting flow
A voter typically goes through these steps:
- Open cast-vote page.
- Enter voting event code and voter email.
- Receive a voter key via email.
- Enter voter key.
- Select candidates and submit votes.
- Receive confirmation code.

Rules that affect voting
- Voting Event must have started.
- Voting Event must not have ended.
- Voter must be approved.
- Voter can vote only once.
- If full-votes setting is enabled, voter must vote across all eligible positions.
Ballot behavior
- Candidate options can be shuffled when enabled.
- Choice limits per position are enforced.
- Approved candidates only are shown for voting.
